State Government spends thousands of dollars on Nintendo game consoles and televisions for Unit 18 inmates

The State Government has spent thousands of dollars in taxpayer money on TVs and Nintendos for WA’s most violent and troubled juvenile offenders. The Department of Justice spent more than $9000 on Nintendos and televisions and has spent further amounts on MP3 players and XBoxes for juveniles in Unit 18. The Casuarina Prison unit is set up to house the most high-risk inmates from Banksia Hill Youth Detention Centre. By the end of the 2023 financial year, the Department bought 15 Nintendos and 15 televisions — each at valued around $300. Of these, only two Nintendos and only nine TVs were still accounted for. Opposition Leader Shane Love blasted the spend for “the State’s worst youth offenders” at a time when “many WA families are grappling with a cost-of-living crisis and struggling to pay rent or access stable housing”. “At a cost of nearly $800 per offender, this expenditure on luxury electronics starkly contrasts with the paltry $150 Student Assistance Payment offered to WA families for cost-of-living relief,” Mr Love said. “Shockingly, most of these items have been lost, damaged, or are now unaccounted for, with only two of the 15 Nintendo Switches and nine of the 15 TV sets still in use.” Mr Love said the ongoing coronial inquest into the death of 16-year-old Cleveland Dodd at Unit 18 “unequivocally shows” the State had lost control of juvenile detention facilities. The Nationals MP accused the State of “resorting to bribing young offenders with video games and MP3 players to maintain order”. A Department of Justice spokesperson said by providing access to electronic devices, they aimed to promote “positive behaviour, support education and social-emotional wellbeing” and that it improved the overall living conditions for young people at Unit 18. “The Department provides a suite of other recreational and educational offerings to young people at Unit 18. This includes literacy and numeracy classes, sporting, music, cultural and artistic programs,” they said. “Young people also have access to a selection of books and educational materials to read in-cell upon request. Additionally, MP3 players containing music created by young people and mentors in programs like Hip Hop may be provided.” The State Government is developing a business case for a new high security juvenile facility — to house about 10 to 20 inmates — next to Banksia Hill, allowing it to close Unit 18. The move comes after Cleveland became the first juvenile to die in detention in WA after self-harming in October last year. His family turned off his life support a week later. A Corruption and Crime probe into the teen’s death found inmates regularly self-harmed, caused serious damage to cells and that officers were in “constant fear” of being assaulted. Corrective Services Minister Paul Papalia has said conditions in the unit have improved dramatically for both staff and inmates since Cleveland’s death.
